{"id":1470,"date":"2024-04-30T22:17:50","date_gmt":"2024-04-30T22:17:50","guid":{"rendered":"https:\/\/horizonpublicservice.org\/?p=1470"},"modified":"2024-08-17T17:12:45","modified_gmt":"2024-08-17T17:12:45","slug":"what-our-fellows-have-been-working-on-april-2024","status":"publish","type":"post","link":"https:\/\/horizonpublicservice.org\/what-our-fellows-have-been-working-on-april-2024\/","title":{"rendered":"What our fellows have been working on (April 2024)"},"content":{"rendered":"\n<p>We&#8217;re very excited to share a sample of what our fellows and alumni have worked on and achieved during their fellowship placements since our previous update in <a href=\"https:\/\/www.horizonpublicservice.org\/post\/what-our-fellows-have-been-working-on-september-2023\">September<\/a>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/yemisi-ajumobi\"><strong>Yemisi Ajumobi<\/strong><\/a>, as a bio fellow at the Atlantic Council, <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/a-warming-world-could-unleash-dangerous-new-pathogens-metagenomics-early-warning-tools-are-vital-for-pandemic-prevention\/\">published a report<\/a> on the potential of metagenomics for pandemic prevention in a warming world.\u00a0<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/aurelia-attal-juncqua\"><strong>Aurelia Attal-Juncqua<\/strong><\/a>, as a bio fellow at the Johns Hopkins Center for Health Security, published papers on <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0167779923003372\">building a strong<\/a> and <a href=\"https:\/\/journals.asm.org\/doi\/10.1128\/msphere.00084-24\">safe future<\/a> for the US bioeconomy.\u00a0<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/madeleine-chang\/\"><strong>Madeleine Chang<\/strong><\/a>, as a space fellow at the Center for Strategic and International Studies (CSIS), co-authored CSIS\u2019 <a href=\"https:\/\/www.csis.org\/analysis\/space-threat-assessment-2024\">Space Threat Assessment report<\/a> and joined the advisory board of <a href=\"https:\/\/www.cybersatsummit.com\/\">CyberSat<\/a>, a space security conference.<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/lisa-einstein\/\"><strong>Lisa Einstein<\/strong><\/a>, while serving as an AI fellow at the Cybersecurity and Infrastructure Security Agency, gave a keynote address at the annual Women in Cybersecurity conference on \u201c<a href=\"https:\/\/www.youtube.com\/watch?app=desktop&amp;v=zDU0WJASBVE\">Embodying Trustworthiness: Lessons from AI for Women in Cybersecurity<\/a>\u201d and spoke at the Government Innovation, Strategy, and Technology conference on <a href=\"https:\/\/www.linkedin.com\/posts\/activity-7190353533030813698-dLLF\/\">the responsible use of AI in government<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/ella-guest\"><strong>Ella Guest<\/strong><\/a>, as an AI fellow at RAND Corporation, <a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RRA2977-1.html\">authored a policy report<\/a> comparing biological risks from large language models against a baseline of traditional internet search, and published an <a href=\"https:\/\/www.rand.org\/pubs\/conf_proceedings\/CFA3031-1.html\">accompanying methodological primer on red-teaming AI models<\/a>. She also recently joined RAND full-time as Adjunct Staff.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/nils-justen\"><strong>Nils Justen<\/strong><\/a> and <a href=\"https:\/\/www.horizonpublicservice.org\/dev-basumallik\"><strong>Dev Basumallik<\/strong><\/a>, as bio fellows working with the National Security Commission on Emerging Biotechnology (NSCEB), contributed to <a href=\"https:\/\/www.biotech.senate.gov\/press-releases\/interim-report\/\">the commission\u2019s interim report<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/max-katz\"><strong>Max Katz<\/strong><\/a>, while working as an AI fellow with Sen. Martin Heinrich (D-NM), <a href=\"https:\/\/twitter.com\/dkaushik96\/status\/1732439969132658840\">spoke at a panel<\/a> on how technical researchers can support policymakers at the NeurIPS Conference and was <a href=\"https:\/\/www.anl.gov\/article\/argonne-training-program-alumni-find-success-in-extremescale-computing\">profiled<\/a> in an Argonne National Laboratory publication. He also transitioned to full-time legislative staff in Sen. Heinrich\u2019s office.&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/joseph-keller\"><strong>Joseph Keller<\/strong><\/a>, during his fellowship at the Brookings Institution, co-taught \u201cThe Global Governance of Artificial Intelligence\u201d at Georgetown University throughout spring 2024, <a href=\"https:\/\/thehill.com\/opinion\/congress-blog\/4244111-congress-must-collectively-champion-quantum-information-science-and-technology\/\">wrote an op-ed for <em>The Hill<\/em><\/a> on how Congress can champion quantum computing, and <a href=\"https:\/\/www.brookings.edu\/articles\/the-us-must-balance-climate-justice-challenges-in-the-era-of-artificial-intelligence\/\">published a report<\/a> on balancing climate justice with AI.<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/ben-snyder\/\"><strong>Ben Snyder<\/strong><\/a>, while working as a bio fellow at the Pandemic &amp; Biosecurity Program of Texas A&amp;M University\u2019s Scowcroft Institute of International Affairs, helped organize a <a href=\"https:\/\/usacenter.tamu.edu\/Events1\/2023borderhealth.html\">two-day summit<\/a> on health in the border region and supported Dr. Gerald Parker with his <a href=\"https:\/\/oversight.house.gov\/hearing\/strengthening-biosafety-and-biosecurity-standards-protecting-against-future-pandemics\/\">testimony<\/a> on biosafety to the House Select Subcommittee on the Coronavirus Pandemic in the House Oversight Committee.\u00a0<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/siddarth-srinivasan\"><strong>Siddarth Srinivasan<\/strong><\/a>, as an AI fellow at the Brookings Institution, <a href=\"https:\/\/www.brookings.edu\/articles\/detecting-ai-fingerprints-a-guide-to-watermarking-and-beyond\/\">published a report<\/a> on the promises and limitations of AI watermarking.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/jack-titus\"><strong>Jack Titus<\/strong><\/a>, as an AI fellow at the Federation of American Scientists, <a href=\"https:\/\/fas.org\/publication\/ai-in-action-help\/\">published a report<\/a> with AI policy recommendations in health, education, and labor. He also helped <a href=\"https:\/\/fas.org\/day-one-project\/\">launch a legislative challenge<\/a> to gather ideas for science and technology policy, as well as trackers of AI-related provisions in <a href=\"https:\/\/fas.org\/publication\/tracking-ai-provisions-in-fy24-appropriations-bills\/\">FY24 appropriations bills<\/a> and <a href=\"https:\/\/fas.org\/publication\/fy24-ndaa-ai-tracker\/\">the National Defense Authorization Act<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/thomas-woodside\/\"><strong>Thomas Woodside<\/strong><\/a> and <a href=\"https:\/\/horizonpublicservice.org\/fellow\/matthew-burtell\/\"><strong>Matthew Burtell<\/strong><\/a>, as AI fellows at Georgetown University\u2019s Center for Security and Emerging Technology, have published a <a href=\"https:\/\/cset.georgetown.edu\/article\/the-surprising-power-of-next-word-prediction-large-language-models-explained-part-1\/\">series<\/a> <a href=\"https:\/\/cset.georgetown.edu\/article\/how-developers-steer-language-model-outputs-large-language-models-explained-part-2\/\">of<\/a> <a href=\"https:\/\/cset.georgetown.edu\/article\/multimodality-tool-use-and-autonomous-agents\/\">explainers<\/a> on large language models. Thomas also wrote a <a href=\"https:\/\/cset.georgetown.edu\/article\/keeping-up-with-the-frontier\/\">piece<\/a> on why Congress should codify reporting requirements for advanced AI systems.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/kelvin-yu\"><strong>Kelvin Yu<\/strong><\/a>, while working as an AI fellow on the House Science Committee majority staff, launched \u201c<a href=\"https:\/\/www.leversforprogress.com\/\">Levers for Progress<\/a>\u201d, a website collecting ideas to accelerate science and technology, with contributions from other Horizon fellows <a href=\"https:\/\/www.horizonpublicservice.org\/di-cooke\">Di Cooke<\/a>, <a href=\"https:\/\/www.horizonpublicservice.org\/willy-chertman\">Willy Chertman<\/a>, and <a href=\"https:\/\/www.horizonpublicservice.org\/joel-burke\">Joel Burke<\/a>.<\/li>\n<\/ul>\n\n\n\n<p>Additionally, Horizon alumni have worked on a number of exciting projects in public service roles after their fellowship:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/krystal-jackson\"><strong>Krystal Jackson<\/strong><\/a>, who was an AI fellow at the Center for Security and Emerging Technology before transitioning to an analyst role at the Cybersecurity and Infrastructure Security agency, <a href=\"https:\/\/cltc.berkeley.edu\/wp-content\/uploads\/2023\/11\/Berkeley-GPAIS-Foundation-Model-Risk-Management-Standards-Profile-v1.0.pdf\">published a policy report<\/a> on risk management standards for AI foundation models for UC Berkeley\u2019s Center for Long-Term Cybersecurity.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/shayna-korol\"><strong>Shayna Korol<\/strong><\/a>, who served as a bio fellow at the Nuclear Threat Initiative, where she continued working in a full-time capacity, contributed to a <a href=\"https:\/\/www.nti.org\/wp-content\/uploads\/2021\/10\/Joint-Assessment-Mechanism-White-Paper_No-Watermark.pdf\">white paper<\/a> on discerning the source of biological risks and was recently <a href=\"https:\/\/thebulletin.org\/2024\/02\/the-bulletin-welcomes-2024-editorial-fellows\/\">named an Editorial Fellow<\/a> at the <em>Bulletin of Atomic Scientists<\/em>.\u00a0<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/zeena-nisar\/\"><strong>Zeena Nisar<\/strong><\/a>, who served as a bio fellow with the House Foreign Affairs Committee majority staff, was <a href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7142569082842726400\/\">selected as an Emerging Leaders in Biosecurity Initiative Fellow<\/a> by the Johns Hopkins Center for Health Security and also <a href=\"https:\/\/www.biotech.senate.gov\/press-releases\/interim-report\/\">contributed to the NSCEB\u2019s interim report<\/a>.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.horizonpublicservice.org\/hadrien-pouget\"><strong>Hadrien Pouget<\/strong><\/a>, who was an AI fellow at the Carnegie Endowment for International Peace, where he received a full-time offer after the fellowship, spoke on <a href=\"https:\/\/shows.acast.com\/lawfare\/episodes\/tino-cuellar-and-hadrien-pouget-on-ai-safety\">The Lawfare Podcast<\/a> on AI safety alongside Tino Cuellar, Carnegie\u2019s President, published a report on <a href=\"https:\/\/carnegieendowment.org\/2024\/03\/05\/ai-and-product-safety-standards-under-eu-ai-act-pub-91870\">AI and product safety standards in the EU AI Act<\/a>, and moderated an event on <a href=\"https:\/\/carnegieeurope.eu\/2024\/04\/16\/advancing-transatlantic-ai-agenda-event-8279\">advancing a transatlantic AI agenda<\/a>.&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/horizonpublicservice.org\/fellow\/michael-yang\/\"><strong>Michael Yang<\/strong><\/a>, who worked as an AI fellow at the Center for Democracy and Technology\u2019s equity and civic tech team, entered a traineeship program at the Government Accountability Office where he contributed to a report on <a href=\"https:\/\/www.gao.gov\/assets\/d24106074.pdf\">disclosure requirements and training to enhance research security<\/a>.&nbsp;&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>We&#8217;re proud of the work that all of our fellows and alumni have undertaken so far.
