{"id":915,"date":"2023-09-25T13:53:20","date_gmt":"2023-09-25T13:53:20","guid":{"rendered":"https:\/\/horizonpublicservice.org\/?p=915"},"modified":"2025-04-15T12:38:27","modified_gmt":"2025-04-15T12:38:27","slug":"what-our-fellows-have-been-working-on-september-2023","status":"publish","type":"post","link":"https:\/\/horizonpublicservice.org\/what-our-fellows-have-been-working-on-september-2023\/","title":{"rendered":"What our fellows have been working on (September 2023)"},"content":{"rendered":"\n<p id=\"viewer-9edl0\">We&#8217;re very excited to share a sample of what members of the cohort have worked on and achieved during their fellowship placements since our <a href=\"https:\/\/horizonpublicservice.org\/what-our-fellows-have-been-working-on-march-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">previous update<\/a> in March, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/matt-o-shaughnessy\" rel=\"noreferrer noopener\"><strong>Matt O\u2019Shaughnessy<\/strong><\/a>, during his placement at the Carnegie Endowment for International Peace, published articles on <a target=\"_blank\" href=\"https:\/\/carnegieendowment.org\/2023\/09\/14\/how-hype-over-ai-superintelligence-could-lead-policy-astray-pub-90564\" rel=\"noreferrer noopener\">how hype over AI superintelligence could lead policy astray<\/a>, lessons from <a target=\"_blank\" href=\"https:\/\/carnegieendowment.org\/2023\/02\/14\/lessons-from-world-s-two-experiments-in-ai-governance-pub-89035\" rel=\"noreferrer noopener\">AI governance in the EU and China<\/a>, and <a target=\"_blank\" href=\"https:\/\/thehill.com\/opinion\/technology\/3828243-building-ai-with-democratic-values-starts-with-defining-our-own\/\" rel=\"noreferrer noopener\">pieces on AI<\/a> and <a target=\"_blank\" href=\"https:\/\/www.lawfaremedia.org\/article\/challenges-of-implementing-ai-with-democratic-values-lessons-from-algorithmic-transparency\" rel=\"noreferrer noopener\">democratic values<\/a>, among others.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/jess-rogers\" rel=\"noreferrer noopener\"><strong>Jess Rogers<\/strong><\/a>, during her time at the Federation of American Scientists, published an in-depth report on <a target=\"_blank\" href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/00963402.2022.2133287\" rel=\"noreferrer noopener\">strategic arms control after the New START Treaty<\/a>. She was also <a target=\"_blank\" href=\"https:\/\/councilonstrategicrisks.org\/2023\/05\/08\/csr-announces-2023-24-class-of-its-fellowship-for-ending-bioweapons-programs\/\" rel=\"noreferrer noopener\">selected<\/a> by the Council on Strategic Risks for their biosecurity fellowship program.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/joseph-keller\" rel=\"noreferrer noopener\"><strong>Joseph Keller<\/strong><\/a>, as a fellow at the Brookings Institution, published pieces on <a target=\"_blank\" href=\"https:\/\/foreignpolicy.com\/2023\/03\/10\/africa-china-russia-subsea-cables\/\" rel=\"noreferrer noopener\">technology infrastructure in Africa<\/a> in <em>Foreign Policy <\/em>and <a target=\"_blank\" href=\"https:\/\/www.lawfaremedia.org\/article\/the-disconnect-on-undersea-cable-security\" rel=\"noreferrer noopener\">undersea cable security<\/a> in <em>Lawfare<\/em>. He was also a <a target=\"_blank\" href=\"https:\/\/www.wbur.org\/onpoint\/2023\/05\/22\/undersea-cables-china-espionage-fiber-optic-ocean\" rel=\"noreferrer noopener\">featured guest<\/a> on the <em>On Point<\/em> podcast at Boston&#8217;s NPR News Station.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/shayna-korol\" rel=\"noreferrer noopener\"><strong>Shayna Korol<\/strong><\/a>, during her placement at the Nuclear Threat Initiative\u2019s biosecurity team, published articles on mechanisms for discerning the origin of disease outbreaks in <a target=\"_blank\" href=\"https:\/\/www.nti.org\/news\/nti-bio-analysis-outlines-benefits-of-a-joint-assessment-mechanism-for-latin-america-and-caribbean-region\/\" rel=\"noreferrer noopener\">Latin America and the Caribbean<\/a> and the <a target=\"_blank\" href=\"https:\/\/www.apln.network\/analysis\/commentaries\/establishing-a-joint-assessment-mechanism-for-enhanced-biosafety-and-security\" rel=\"noreferrer noopener\">Asia Pacific<\/a>, and on <a target=\"_blank\" href=\"https:\/\/www.nti.org\/news\/nti-bio-experts-outline-strategies-for-preventing-state-bioweapons-development-use\/\" rel=\"noreferrer noopener\">deterring state bioweapons development and use<\/a>.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/di-cooke\" rel=\"noreferrer noopener\"><strong>Di Cooke<\/strong><\/a>, as a fellow at the Center for Strategic and International Studies, has been researching <a target=\"_blank\" href=\"https:\/\/www.csis.org\/analysis\/aukus-pillar-two-advancing-capabilities-united-states-united-kingdom-and-australia\" rel=\"noreferrer noopener\">AUKUS and military technological interoperability<\/a> and the <a target=\"_blank\" href=\"https:\/\/www.csis.org\/podcasts\/does-not-compute\/promoting-responsible-use-synthetic-media\" rel=\"noreferrer noopener\">implications of advancements in synthetic media<\/a>. She also hosted an <a target=\"_blank\" href=\"https:\/\/www.csis.org\/events\/book-event-open-source-investigations-age-google\" rel=\"noreferrer noopener\">event on open-source intelligence investigations in the age of Google<\/a>.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/katarina-watney\" rel=\"noreferrer noopener\"><strong>Katarina Watney<\/strong><\/a>, who is doing her fellowship at the HHS Administration for Strategic Preparedness and Response, was <a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/posts\/hhs-aspr_publicservicerecognitionweek-govpossible-activity-7063245778009395200-e9dn\/\" rel=\"noreferrer noopener\">recognized<\/a> during Public Service Recognition Week for her work on helping Americans access COVID-19 countermeasures such as free masks and tests.<\/li>\n\n\n\n<li><a target=\"_blank\" href=\"https:\/\/www.horizonpublicservice.org\/jassi-pannu\" rel=\"noreferrer noopener\"><strong>Jassi Pannu<\/strong><\/a>, as a fellow at the Center for Health Security, has published pieces on <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/28\/opinion\/last-pandemic.html\" rel=\"noreferrer noopener\">pandemic prevention<\/a> in <em>The New York Times<\/em> and the <a target=\"_blank\" href=\"https:\/\/time.com\/6309643\/invisible-biolabs\/\" rel=\"noreferrer noopener\">danger of invisible biolabs<\/a> in <em>TIME<\/em>, among others. She also <a target=\"_blank\" href=\"https:\/\/thebulletin.org\/2023\/09\/congressional-staffers-created-antibiotic-resistant-bacteria-and-thats-a-good-thing\/\" rel=\"noreferrer noopener\">helped organize congressional staff workshops<\/a> on biotechnology and biosecurity issues.<\/li>\n<\/ul>\n\n\n\n<p id=\"viewer-7jg8u\">We&#8217;re proud of the work that all of our fellows have undertaken so far.
