Jess Rogers

Bio Fellow, Executive Branch Track

Jess Rogers completed an executive branch placement at the Office of the Under Secretary of Defense for Policy. After her fellowship, she continued at the Department of Defense as an Advisor for Arms Control and Nonproliferation Treaties. 

 

Jess is an international lawyer specializing in nonproliferation law and policy. Before her selection as a Horizon Fellow, Jess served on the nonproliferation treaties and agreements team at the Pacific Northwest National Laboratory, leading international capacity-building projects for the Department of Energy, Department of Defense, and Department of State. She also previously helped promote nuclear and biological arms control norms through positions at the Department of State’s Bureau of International Security and Nonproliferation as well as the Nuclear Threat Initiative. Jess holds a JD from the University of California, Hastings College of the Law, and an MA in Security Studies from Georgetown University.
