Joel Gardner is doing a congressional fellowship with the House Select Committee on the CCP (2025-2026). During his first fellowship term, he was a congressional fellow in the office of Senator Mike Rounds (R-SD) (2024-2025).
Joel is an experienced researcher whose work at Texas A&M’s Scowcroft Institute focused on the implications of artificial intelligence for biosecurity. He previously completed a PhD in business management at Boston College where he studied the tension between security and innovation in the AI and biotech industries. He also holds a B.S. in political science from the University of Utah.
