Brooke O’Connell

Brooke O’Connell is a Senior Program Associate at the Horizon Institute for Public Service. Before joining Horizon, she coordinated strategy and operations for nonprofit organizations in the US and Europe, organizing workshops and retreats and improving member engagement through feedback-driven program design. Previously, she worked in user experience research and innovation consulting, where she led cross-functional research projects to deliver strategic insights for new product development. Her work has centered on applying user research and systems design to improve organizational effectiveness, stakeholder collaboration, and program outcomes. Brooke holds an M.S. in Strategic Product Design from Delft University of Technology, where she completed a thesis on systems innovation in humanitarian organizations, and a B.S. in Industrial Engineering from Northeastern University.
