Remco Zwetsloot

Co-Founder and Executive Director

Remco Zwetsloot is the Co-Founder and Executive Director of the Horizon Institute for Public Service. Previously, Remco was a Trustee Fellow at the Center for Strategic and International Studies, where he remains a non-resident Adjunct Fellow. Prior to joining CSIS, he was a Research Fellow at the Center for Security and Emerging Technology, where he was part of the organization’s founding team and launched its workstream on the U.S. AI and semiconductor workforce, leading a team of analysts to produce more than a dozen reports. His areas of expertise include the U.S. emerging technology workforce, STEM immigration, research security, and technology competition with China. He has published in a variety of popular, policy, and academic outlets, including the Wall Street JournalWashington Post, and Foreign Affairs. His work has also been cited in White House reports, congressional testimony, the National Security Commission on Artificial Intelligence, and publications including the New York TimesScience, and The Atlantic. Remco holds master’s degrees from Yale University and the University of Oxford, and a bachelor’s degree from University College Roosevelt.
