Director (Events)

Lead a high-performing, cross-cutting events team. Last year, Horizon hosted over a dozen events that enabled top talent from emerging tech to transition into high-impact roles in policy and government. We have also hosted selective private convenings with Cabinet secretaries, Members of Congress, and civil society leaders. You'll own Horizon's events strategy and manage two staff to deliver high-quality, career-changing events. Innovate on existing events, pilot new ones, and hire to expand the team’s capacity. Your team's work will contribute to many dozens of career transitions into high-impact emerging tech policy roles each year.

Director (Policy and Leadership Network)

Grow Horizon's network of senior AI policy leaders, and use it to get top talent into the roles that matter most. Interest in AI is surging across government and the policy world, driving up demand for talent in senior roles and interest among senior leaders who want pathways to engage with AI. In this role, you'll run high-priority headhunts for senior government and policy roles, advise and connect senior candidates for those roles, and fill critical talent gaps where they exist. You’ll also deepen Horizon’s senior leadership networks, building on the success of our AI Policy Leadership Network, and help scope and launch new programs serving senior audiences. Your role will be critical to growing a new area of work for Horizon and placing leaders where it counts.

Program Associate/Program Manager (Communications)

Shape how stakeholders see Horizon at a moment of rapid growth. As we scale our programs and staff, our public presence increasingly determines who will hear about our work and who applies to our programs. You’ll manage a growing flow of content, including our website, social media, and newsletters. You’ll lead on visual design and branding for new strategic initiatives, and contribute to comms strategy more broadly. Through hands-on work across writing, design, and web, you'll develop expertise in both communications and emerging technology policy, and take on growing ownership of Horizon's institutional voice. Your work will shape Horizon’s reach, helping expand pipelines into emerging tech policy at a critical moment.

Program Associate (Data Systems)

Build and maintain Horizon’s critical datasets. Horizon is scaling fast, and we're investing in the data infrastructure to match. You'll run our internal talent database day to day: ingesting new data, making it decision-ready, and building automations to eliminate recurring work. Working alongside Horizon’s technical leads, you’ll empower internal users across every Horizon program area. The data and workflows you own will help us serve thousands of candidates, applicants, job hunters, and hiring managers annually, accelerating our impact at a critical time.

Program Associate/Program Manager (Events)

Run events where emerging tech policy careers begin and take off. Last year, Horizon hosted over a dozen events that enabled top talent from emerging tech to transition into high-impact roles in policy and government. You'll project-manage and implement a cross-cutting portfolio of events, including those for the Horizon Fellowship and our AI Policy Leadership Network, where guests have included Cabinet secretaries and Members of Congress. You’ll manage timelines, logistics, and on-site delivery, and help innovate by designing event agendas that meet our ambitious goals. You'll learn firsthand what it takes to turn an event into a career-changing relationship. Your work will boost dozens of career transitions into high-impact emerging tech policy roles each year.

Program Associate/Program Manager (People Systems)

Shape how a mission-driven organization grows during its formative period. Horizon grew from 10 to 18 employees in 2025, will reach roughly 35 by the end of this year, and plans to keep growing from there. In this role, you will ensure that our hiring and onboarding processes, performance evaluation frameworks, benefits, staff training, and other HR essentials will position Horizon to recruit and retain top talent as we grow. You'll own real-world problems and mission-critical systems from early on, work directly with leadership, and see your work put to immediate use by a team that is doubling around you. Your role will have a broad scope and a clear trajectory toward increasing ownership of Horizon’s people functions.

Program Associate/Program Manager (Policy and Leadership Network)

Grow new programs aimed at senior policy and leadership talent. Interest in AI is exploding in DC and the policy world more broadly. This has created high demand for programs that help senior policy experts and government staff engage with AI. Horizon’s first program for this audience is the AI Policy Leadership Network, which had a highly successful first cohort of 40+ leaders and speakers, including Cabinet secretaries and members of Congress. In this role, you will help scale APLN through end-to-end program support. You will also help build new programs serving the growing audience of senior policy professionals interested in working on AI. This role will be critical to enabling the expansion of Horizon’s work into new areas and audiences.

Program Associate/Program Manager (Systems and Security)

Steward the digital infrastructure that our work depends on. Horizon is growing rapidly, and we serve as a talent partner to government offices and other key organizations across the policy ecosystem on some of the most consequential technology questions of our time. You'll own administering and hardening our core systems, building access structures that scale with our rapid growth, rolling out security best practices across staff, and shaping how our organization safely and effectively adopts AI tools. In this role, you'll work directly with Horizon's leadership and shape our security posture during a formative growth period.

Program Associate/Program Manager (Talent and Strategic Partnerships)

Build and own talent pipelines for future emerging technology policy leaders. To ensure a bipartisan and balanced field, your work will focus on high-priority groups, such as conservatives, that are traditionally underrepresented in emerging tech policy conversations and programs. You'll source promising candidates, evaluate and select applicants for our programs, advise people transitioning into AI policy, and support headhunts for critical roles. You'll also build relationships with talent sources and hiring managers across congressional offices, agencies, and think tanks. This work will give you an unusually detailed view of the tech, policy, and talent ecosystem, and the skills to leverage these connections into impact.
