He is interested in novel federal levers to advance technological progress, creating better public institutions, and transitioning scientific research into real-world applications. He is also a Non-Resident Fellow at the Foundation for American Innovation and previously led AI policy on the House Science Committee. Before moving to DC, he was the first engineer at two startups and an early-stage investor in Silicon Valley. Kelvin studied Computer Science and International Relations at Princeton University.
