Katarina Watney

Katarina is the Director of Fellowships at the Horizon Institute for Public Service. She previously served as a Horizon Fellow in the Administration for Strategic Preparedness and Response (ASPR) within the Department of Health and Human Services (HHS), where she supported federal initiatives to enhance national preparedness and response for health emergencies, including supporting the program that delivered free, at-home COVID-19 test kits to households nationwide. Before that, she worked as a government contractor supporting biosecurity and nuclear threat reduction efforts for the Departments of Defense, State, and Homeland Security. She has demonstrated experience in project management, policy implementation, and federal agency operations. She holds a Master’s in Public Health from the University of Virginia and is a certified Project Management Professional.
