Kevin Li is a Director at the Horizon Institute for Public Service, where he leads the Career Accelerator program and related initiatives. His previous experience includes serving as Special Advisor for AI Policy at the National Telecommunications and Information Administration in the U.S. Department of Commerce, where he coauthored a presidentially-commissioned report on open-weight AI models, and as a Horizon Congressional Fellow.
On the Hill, Kevin served on the House Committee on Science, Space, and Technology and in the office of Senator Martin Heinrich (D-NM), focusing on issues including open-weight AI, the future of the scientific enterprise, and technical standards for AI testing and evaluation. Kevin has also worked on digital equity policy at the Mayor’s Office of Technology and Innovation in San José, California, and on the regulation of automated decision-making technology at the Stanford Institute for Human-Centered Artificial Intelligence. Kevin holds an MA and BA in Public Policy from Stanford University, with a minor in Computer Science.
