Sarah Winthrope

Director

Sarah Winthrope is a Director at the Horizon Institute for Public Service, where she focuses on outreach. Previously, she was a Horizon Fellow on the biosecurity track at the Mirror Biology Dialogues Fund and the Brown University Pandemic Center. Before that, she conducted research at the Centre for Long-Term Resilience and Good Ancestors Policy, focusing on emerging biological risks, the intersection of biotechnology and artificial intelligence, the bioeconomy, and pandemic response. Prior to her policy work, she practiced clinical medicine in Australia. Sarah holds a medical degree from Monash University and Honours in Bioethics from the University of Oxford. She was named a 2025 Fellow of the Asia Centre for Health Security and is a Visiting Fellow at the Brown University Pandemic Center.
